Subject:
Introduction of BIN (Birth Identification Number) system instead
of various separate Id cardsfor various departments of Government of India as
a Mother of all Identification numbers.
Before coming to the subject I
would like to whole heartedly congratulate for your performance in the recently
concluded General election and wish you all the best to fulfill all your dreams
as I am very much aware that your dreams can be nothing other than a really
prosperous and rich India which is second to none in any field irrespective wheather
it is economically, strategically, diplomatically or militarily our position and relationship with other countries globally.
Now coming to my subject, for the world in General and to
India in particular I have a very attractive and worthy plan which is described
herewith and if implemented would help not only to put an end to all sort of
black markets black money and other related activates but would be 100% helpful
to abolish the terrorism and corruption from the roots from the soil of earth
and would help to eradicate the poverty from our planet.
For all this we need to do only
one thing...nothing but to make a mandatory free compulsory website for the
entire individuals born on earth with the country code state code and city code
(Just as how the bank credit card numbers are being issued) as well as Birth
Identification Number. Once a child is born the government’s authorized
agency would register it as per the present norms and before issuing the birth
certificate an registration should be done in the name of the new baby in an
official website that would be launched by the Government of India and thus a new
website would be ready exclusive for the newborn baby within the Govt official
website.
Now this website should have 100%
features from pin to elephant like what ever mile stones good or bad the child
undergoes in his her life should be mandatory reflected in the website and the
website should be operated only by the relevant authorized government agencies
only controlled by password.
For example when child is born a BIN
(Birth Identification Number) will be created automatically by the website(
The number generation must be automatic by the system) not manually and it will
be in first come first basis. So the
population counting may take place automatically. Vehicles registration
are made compulsory like wise this registration and opening the id in the so
called website must be made compulsory.This will save a huge amount of our
government as well as crores of working hours of various government officials
who are otherwise entrusted the job of census every 10 or more years. Then when
the child grows and appears for various exams starting from SSLC, the results
need to be downloaded into his personal page of the Government website. The
results and all would be available on the website as a data but could be viewed
only by the relevant authorities.
Thus when ever the person in
future wants any thing down the sun or above the earth, he or she need to
provide the BIN number and the details of the new thing (what ever it may be)
it will be details of the same would be uploaded into website for example…..

If applying for Further education.
·
If registering with Unemployment exchange.
·
If applying for passport.
·
If applying for Ration card transfer.
·
If applying for a driving license.
·
If applying for a landline phone of mobile
phone connections.
·
If applying for opening a simple post office
account or Bank SB account of current account or PAN card.
·
If
applying for domestic gas connection.
·
Or applying for any Personal loan, car loan,
home loan or any other loan
·
For applying and issuing credit cards or Sales
tax number CST number TIN number.
·
If applying for Insurance, Mutual funds
Investments Fixed deposits etc.
·
If purchasing property or any Vehicles etc
etc.
·
Any sort of Police station records if any
for the person like Cheque bounce or other petty or criminal activities
(For this one persons police record should not be uploaded into the website in
case of the person happened to be in any police case for the first time). A
grace period of exempting police records for once should be available as due to
some or other reason a genuine person also could be on police records at once
and it should not demoralize him.

The immediate family details like own
brothers sisters and parents BIN number should be accessible through one
individual page.
·
What more even for a simple employment in any
P ltd or Ltd company it should be mandatory as per the Government directives
to put the employment status of the individual into the website by the
respective companies HRD department once the individual has completed probation
period and become a permanent employee.

The BIN Number should be compulsory provided for
any sort of train / Air travels and if possible in bus travel also which will
help to control the movement habits of people and thus we can have a control on
the movement of terrorists too at large.
By doing
this permanent and mandatory system the benefits are as under.

It will become the Multipurpose Identity card of
not only the individuals but also the family background etc would be available
in a simple way.
·
This will help to keep the population track in
very simple way saving crores of rupees every 10 years.
·
Even when one need to travel by Air Rail or by bus the BIN number must be mentioned on
compulsory basis and due to this every India citizen would go and update
his information and obtain a BIN number and due to this tracking of a person movement could be traced even after years which
may be very helpful to understand the movement behavior of terrorist or other
anti national elements in our society.

It will help to scan each and every individual
in our society that too as easy as on finger tips and due to the same every
individual will be more responsible as his her activities and dos and not’s are
getting registered in the site which could be opened and be watched by any body
on earth those who knows the BIN number and the name of the person and the date
of birth.( For all information which need to be under privacy could be made
visible only through password. But authorized Govt officals must be having
accesses to the BIN through their personnel password to log into. Fresh information could be uploaded on time
to time into the site only by the centralized Government nominated officer
which would be done on the availability and written recommendation of various
concerned private and government departments).

The updating of the site could be done only by
the relevant Government department for which the concerned authorized senior
person would be updating the details of the officer who is updating will be automatically
recognized in the website with complete details / date and time just as in
banks the system is adopted.
Now on the
ground of the above basic idea government if go ahead with more necessary
inclusion of system in order to make the above view properly securely
implemented, I am sure this will help to not only curb total Black money, but
it may bring a responsibility feeling among the citizens and more over any
individuals whose website is not finding any updating can be watched monitored
by the government so that we can save our generation being falling in the wrong
hands (like becoming terrorists) at the initial stage itself so that we can
hold them back.
Further in future this BIN number can be
utilized to provide “Reservations” to economically backward community instead
of caste or religion based system by identifying the really poor people and
this system could be helpful to abolish the “Subsidy” being provided to the
citizens by identifying those who are really poor and deserve the same and can
easily avoid all those category who are rich or atleast are not poor from
enjoying the subsidy benefits which may help Indian economy gallop fast towards
a strong and vibrant India.
Computer can
be programmed in such a way on search( By government authorities) it can show
various groups like, BIN failed in SSLC, passed in SSLC, graduated, pilots,
Truck drivers, with police records, with bank loans, with bank defaulters etc.
Completed on

and uploading today now as our present
Indian Prime Minister has taken control of his office in a proper and
systematic way.
