It is as expected that you are now our CM surpassing Mr Jyotiraditya Scindia after Congress was declared the much awaited slim margin after the dramatic see-saw election results on Dec 11th 2018. Congrats on your positive and energetic intention to fulfil your promises and it is good to see that nowadays political parties are behaving in the accountable and responsible manner unlike as it uses to be previously.
It is a welcome sign that you have initiated towards one of your Poll promise i.e. to waive off Farm loans upto 2 lakhs. Though it is a welcome sign let us make sure it reaches the right and deserving candidates. In order to make it accountable we must take care that it contain the following details like, Loan obtained to date, category of loans, How much EMI remitted, reason for the waiver request( if any loss due to calamity) etc, Apart from the above it must contain the details of the total land owned by them, IT return filed on the last 3 years, Other movable and immovable assets. The loan waiver must be subject to their losses due to what so ever reason.
Further irrespective of any political party, we in the interest of the Nation must stop appeasement politics. We must prepare the manifesto with the Nations future in mind instead of appeasing any section of the society with a motive to gain their votes at the expenses of the Nation's future.
Just like the "Reservation" has become a burning issue of the country which is also is affecting our a huge talented citizen's future which in turn affecting India's growth too as the real potential is not getting the much need opportunities, the loan waiver too may become a trend and a habit for those who receive it. It is a dangerous trend which will eat to our economy as well as the pace of growth of the State and the Country.
Of course, the waiver is must but it must be made sure that each and every paise reaches the right and only deserving citizens so that it really may help to contribute to uplift the poor farmers and the really downtrodden only. In order to make the system more transparent and to avoid misuse of the waive schemes in the interest of the Nation, I suggest the following which may be kindly considered.

Create a website or an exclusive app for the farmers which may have everything, every pin to elephant details about the farmers. This App must be made compulsory for the farmers to even obtain loans. The application of the loans and disbursal of the loans must be uploaded in this app. The agriculture insurance scheme must be made strict just like how the vehicle insurance is done with.
This will help to compensate for the losses of the crop for natural calamities and other losses through the Insurance company itself thus Governments can be insulated from the crisis thus government can concentrate on its development related activities without any diversion of attention. If we really want to serve the nation then we must take bold steps keeping in view the interest of the nation.
It is unfortunate that farmers have to rely on appeasements in a Nation where the economy is agriculture oriented. The industrialist is reckoned only 3rd after agriculture and service industry in our country. If we really want to see our farmers become as rich as any successful industrialists, then it is our prime responsibility to help them stand on their legs instead of making them weak and lethargic by passing benefits which if become habitual will bring more harm to their tendency and will bring them to a stage where our "unfortunate Reservation policy" is struck up today.
Now I would like to suggest a few things in the interest of the future of our nation as well as the very citizens to whom the benefits are being passed.
- Create an Online website or an App wherein the eligible candidates who are eligible for the loan waivers or any other benefits can be ascertained through proper scrutiny without any hassles.
- Make agriculture insurance compulsory just like vehicle insurance are and the details of Insurance like premium paid, to disbursment of benefit if any must be affected through the app properly uploaded and updated at every mode of operations.
- Adopt Minimum Support Price for every agriculture products keeping in view the farmer's interest and the inflation in mind.
- Built-in Cold Storages throughout the country in length and breadth in a revolutionary way so that in next 5 years India becomes world's top 3 if not first in cold storage capacity.
- Private participation both from India as well as International must be invited to participate towards attaining the same.
- A newly revamped system must be adopted in such a way that the Farmer's agriculture products are purchased and reach the market without any middleman.
