Parliament Working Hours Act. A suggestion
Keeping in view the huge tasks pending with Indian elected MPs and MLAs, I would like to recommend the following suggestion in the very interest of the smooth proceedings of the Parliament and state assemblies.
Just as in cricket games, where it is mandatory to bowl certain overs in a particular day, Indian parliament must pass a resolution/act which may calculate and consider unanimously to fix a desired total functional hours of parliament that need to take place on a particular day, for a particular monthly session, for the year and for entire five years. This will help to improve the behaviour of the Indian parliament members.
This act, if passed successfully would make it compulsory that the Parliament proceeding's minimum working hours for the day, month, year and the entire five years would get decided and hence the opposition's attitude or urge or intentions to delay the proceeding with excuses with an intention to create obstacles to the government or the ruling party will come to an end.
The point to point suggestion about the Act are as follows:
- Fix minimum working hours for the Parliament session for a day, month and year. In case if the proceedings of the Parliament fail to complete it, the parliament sessions would be extended by a few days to compensate and make up those lost hours during the same session itself.
- Non utilised hours must not be counted as "working hours" and non-utilized hours either due to unforeseen holidays, or hours disrupted by opposition must be compensated with fresh "working hours" or fresh days.
- The possible disruption of working hours ogling at "Parliament and Assemblies due to "Coronavirus" effect must be compensated by extending the lost days to some other months in near or distant future as per the convenience of the country.
