Housing and Patta. A suggestion

Housing for all and the provision of issuing  Patta to the poorest homeless are no doubt one of the best initiatives but are we taking care to make it authentic so that it really reaches 100% deserving poorest of poor citizens of the country only. 

I have the following suggestion which if gets implemented without any ifs and buts, then we may able to successfully get half of our housing problem solved without spending a rupee due to the reason of elimination of non-deserving as well as by getting the release of illegal occupancy of undeserving ones, or of those who were deserving then, but today capable. 

• Every present allotted Pattas to link with Aadhar on a compulsory basis.
• Every fresh issuing of Patta or free housing must be linked through Aadhar. 
• Every new issue of 'Patta' or 'House' must be with a clause that the Free housing is only due to their poverty status, the day their status improve they will handover the same back to the government. 
• No way the 'Patta' land or 'free houses' could be provided for others on rent. 
• Those provided 'Patta'  must be made to agree not to have more than 2 children and see to it that it is practically implemented. ( A person who is struggling to survive in dignity should not be allowed to bring in more children which will only diminish the chances of their and the new members from the possibility of escaping from the trap of poverty). 

The reason behind the above suggestion is due to the fact I personally know that at present most of those who are enjoying their time 'Patta'  lands are either rich or were never poor, or no poorer, or were never poor but had managed to occupy through some illegal means due to the loopholes in the system. Apart from the above 50% of Patta landholders are enjoying a dignified life away from the land allotted to them and they had released the land/house on rent to other genuine poors who really deserve it.
